Arkansas Immigration Bill passes House (Time to hit the phones!)



HB2779, THE ARKANSAS TAXPAYER AND CITIZEN PROTECTION ACT OF 2007, has just passed the House of Representatives! The vote was 63-25 with 12 not voting. The bill will now go before a Senate Committee, the website so far hasn't named it yet. Right now is the time to leave messages to all Arkansas Senators to support HB2779. The full text of HB2779 is below:

SECTION 1. This act shall be known and may be cited as the “Arkansas Taxpayer and Citizen Protection Act of 2007.”


SECTION 2. Arkansas Code Title 5, Chapter 60, Subchapter 1 is amended
to add an additional section to read as follows:
5-60-126. Concealing persons illegally in the United States.
(a) It is unlawful for a person to knowingly perform an overt act designed to conceal, harbor, or shelter from detection another person in any place, including without limitation any building or means of transportation, knowing that the other person has come to, entered, or remained in the United States in violation of law. (b) Upon conviction, any person violating subsection (a) of this section is guilty of a Class A misdemeanor.

Immigration Law going through the House.

I haven't been making too many post since I've been working on the National Day of Prayer coming up on May 3rd. I'll be assisting a meeting at my church March 31st. Here are some things going on regarding immigration.

This law is currently in the AR House of Representatives. Like most immigration reform bills, this one will need the support of the people.

"Comprehensive Immigration Reform" to be Introduced Tomorrow!

Yesterday, Congressmen Jeff Flake (R-AZ) and Luis Gutierrez (D-IL) held a conference call with reporters in which they announced their intention to introduce a "comprehensive immigration reform" bill on Thursday. There were few substantive details released at that time, but sources tell us that at the very least, the bill will contain some sort of amnesty provision for illegal aliens currently in the United States.
This morning, CongressDaily reports that Congressmen Flake and Gutierrez, who had been participating in negotiations with Senators John McCain (R-AZ) and Ted Kennedy (D-MA) about the components of a new immigration bill, have now decided to let the Senate move on its own track and forge ahead with their legislation in the House. One aide to Flake is quoted as saying, "The House has not had a chance to consider a comprehensive immigration bill."
Observers note that there has been discord in the Senate as Members have had difficulty pleasing both the demands of labor and big business. Nevertheless, Senator Kennedy issued a statement applauding the introduction of "comprehensive immigration reform" legislation in the House. The statement said, "While we're still negotiating in the Senate, I'm optimistic that we will have legislation soon."
NOW IS THE TIME TO ACT!!!
Please call your Representatives TODAY and urge them to reject guest worker amnesty legislation. Tell them:

You oppose guest worker programs that displace American workers and depress wages; You oppose rewarding illegal immigration with a path to citizenship; Rewarding illegal immigration will only lead to more illegal immigration; and Granting amnesty is inherently unfair to those who play by the rules, apply through legal channels, and patiently wait in line to come to the United States.

Your voices do make a difference!!! Yesterday, the New York Times reported that candidates campaigning in Iowa are hearing non-stop from voters who are upset at the prospect Congress will pass guest worker amnesty legislation. The paper writes: "The issue has become much more complicated as the presidential campaign has gotten under way, exposing the Republicans in particular to voters who are angry about what they see as porous borders, growing demands from immigrants on the social welfare and education systems and job losses that they link at least in part to a low-wage labor force coming over the border." In addition, PLEASE take time out of your busy schedules to attend town hall meetings! Go with your family, friends and neighbors to let your Representatives and Senators know how you feel. While you may not immediately see how persuasive you are, FAIR hears stories from Congressional staffers all the time about how immigration is one of the most important issues at district events. Members want to hear from their voters, and if you do not voice your opinion, the voices of special interests will prevail!

Important legal event

The legal battle in Hazleton will have a direct impact on Rogers, Arkansas, where Mayor Steve Womack is fighting illegal immigration in his town. It will also have an effect on other local governments creating immigration reform legislation.

The Hazleton rebellion

Local jurisdictions across the country, beginning in Hazleton, Pa., have decided they need to act to control crimes committed by illegal aliens in their towns. A variety of laws against illegals as tenants, against illegals as company employees, and in favor of English as the required language, have resulted. The dimensions of the problem are clear. A recent Justice Department audit (reported in The Washington Times Jan. 9) revealed more than 70 percent of illegal aliens arrested in the U.S. had previously been arrested for five or more crimes. The crime problem is compounded when you add the financial costs of additional medical care, additional education and additional police and prisons, due to illegal aliens.

Everywhere local Hazleton-type laws have been proposed, or passed, the counterattack has come from the American Civil Liberties Union and its ally, the Puerto Rican Legal Defense and Education Fund. They claim such laws are beyond the power of local government since immigration is solely a federal issue. They also say such laws discriminate, since most illegals are non-Caucasian and speak Spanish.

So far, the local or federal courts that have heard the cases have accepted one or the other of these arguments. Many local governments, like Arcadia, Wis., have backed down after being threatened with litigation and its costs. But with the help of legal charities, Hazleton intends to see the case through to the Supreme Court. Based on published sources and contact from people from various states, I estimate upward of 1,000 local governments stand ready to enact such legislation -- if and when the Hazleton ordinances are upheld in the Supreme Court, as they should be. Actions concerning the health, safety and welfare of a town's citizens, including provisions about where people can work and do business have been part of the power of a "municipal corporation" since the late Middle-Ages. This is not new. These local ordinances do not usurp federal powers -- they all take federal law and the applicable facts as a given. None change in any way the federal definition of who is, or is not, an illegal alien.

As for the claim of discrimination, it is the personal choices of non-Caucasian Hispanics from Mexico, rather than Caucasian English-speakers (mostly) from Canada, to come across largely undefended U.S. borders and wind up in Hazleton and other towns across America. The Supreme Court has ruled in several cases that statistical inequalities based on individual personal choices do not amount to discrimination.

There will then be a direct contrast between the crime rates and expenses in Hazleton-type communities and the "sanctuary cities" like Los Angeles. LA has enacted Special Order 40, which forbids its police officers from enforcing immigration laws or even asking suspects about their immigration status.

The contrast between these two types of communities -- between the results of the laws they choose to pass or not pass -- should force the national issue. At long last, even Congress will be compelled to act to gain control of U.S. borders. The contrasting approaches to the problems of illegal immigration are beginning to rise above the level of local government. Legislation similar to the Hazleton ordinances has been introduced in both the Georgia and California legislatures. They may pass in Georgia. They will almost certainly be defeated in the California legislature -- though passage by initiative may be possible.

The key, however, is what happens in subsequent court reviews. And that will depend on the Hazleton decision. Shays Rebellion in 1786 was a citizen uprising that brought about justice for unpaid veterans of the American Revolution. The Hazleton Rebellion of 2007 is a citizen uprising which can bring about justice for all citizens of the United States.

Anyone interested in its development should use any search engine for combinations of "alien" with "crime," "death," "welfare," "education," "medical care," etc., to find the latest stories. These will usually be local stories, since the national media have not caught up to this aspect of the subject. Don't bother to search for "illegal aliens" since that phrase, though accurate, is seldom used: It is not politically correct.
